October 27th, 1903. Sir: I have the honor and pleasure of tendering to the Government of the United States, through you, the painting by Mr. Theobald Charthran, representing the signing of the protocol of peace between the United States and Spain on August 12th, 1898, in the old cabinet room in the White House. I send to you with the painting a letter written to me on March 18th, 1903, by his Excellency M. Jules Cambon, the French Ambassador, certifying the accuracy of the representation of the scene at the moment of the signing. I hope you will do me the honor of accepting this painting, and that it will, by reason of the importance of the event it depicts, and its artistic merit, be found worthy of permanent home in the White House.
