These packages are suject to formal entry because* over $100-. In order to make formal entry, this notification, (in lieu of bill of lading), together with an invoice and other incidental papers, should be presented at the Entry Division, Customhouse, Bowling Green, New York City, by the addressee, his duly designated agent, or his transferee. Customs Officers are forbidden by law to act as importers' agents, in such matters; consequently each importer must appear at the Customhouse, either personally or by agent, and attend to clearance. Parcel-post packages are subject to a postal charge of five cents each for interior service, payment of which must be made before release. A R Berckman Acting Deputy Collector. (*) All the packages from one sender to one addressee, arriving in the one mail, (irrespective of time of mailing abroad), constitute for customs purposes, one shipment, and if the aggregate value thereof exceeds one hundred dollars, formal entry by consular invoice and a sworn declaration of value by the importer is required. If no consular invoice has been received, entry may proceed upon giving bond for production thereof. Formal entry is also required, even though the value of one hundred dollars or less, if by reason of incorrect declaration of value by the sender, or other reason, proper customs administration so requires.
